Abrogation Article 370 under scanner

Chandigarh ; Renowned academician Prof Harbans Singh Sambayal regretted that by abrogating Article 370 and making two union territories in J&K ,the Modi government had left the Dogras of the Jammu region in the lurch.
Delivering a keynote address at the goshthi organised by the Chandigarh chapter of the Pnachnad Reseach Institute here on Sunday Prof Harbans, who has authoroed two books on J&K,  felt that the history of the region has been undone by the central move.and the interests of Dogras, who made huge sacrifices in the past to protect the interests of the state, had been compromised.  He said to carve out  ladakh as a  separate union territory was  disintegrating it from Jammu with which it shared historical affinity

He said by clubbing the Jammu region with Kashmir to form a union territory the Centre had played safe. He recalled how Dogras in the region battled in the past and formed a state way back in the 19th century.
Prof Harbans ruled out the possibility of Kashmir ever joining hands with Pakistan and said all that the Kashmiris had been looking for was a say to decide their future.

Prof Devinder Singh of the Law Department in Panjab University, who is also a convener of the J&K Study Centre, underlined the Constitutional provisions that had been “judiciously exercised” by the Centre to do away with the Article 370. He pointed out “tentative provisions” made in the Constitution arbitrarily in the 1950s to please Sheikh Abdullah He said the judicial review in such a matter would have its limitations.
